To be quite honest, one of the most effective ways to improve your English fluency is to create a realistic life goal that completely depends on your ability to speak English well such as studying abroad, international travelling, or working in a multi-national company or organization. Studying English as a hobby is great and all but when we tend to get busy with other more important things in life, we tend to put our hobbies to the side. Thus if English is only a hobby, when you get busy, you may not have time to practice your English communication skills.
Just for Laughs (read at your convenience)
An English teacher, a math teacher, and a business teacher met in a cafe one day and had a debate over which subject was the most important in today's world. This is what they had to say.
Math teacher: I work in absolute truths as math is an *exactly science.
Business teacher: I work within an ever changing economy and teach *other the art of business. Life needs money after all.
English teacher: First of all, both of you should be ashamed of yourselves because you made *simply grammatical errors. Mr. Math teacher, it is exact science and not exactly science. Mr. Business teacher, you teach others and not other. My subject is the best because no matter where you go in the world and what you talk about including math and business, the English language is what allows you to be able to effectively communicate. It is the international language.
Math teacher and business teacher: Hey Mr. English teacher, how dare you call yourself an English teacher after making such a basic mistake? You should have said simple and not simply.
English teacher: Well, nobody is perfect.

Imagine
Imagine you woke up in your country one morning and realized that you were the only one who could not speak your local language. How would you get around? How would you communicate with others? How would you even enjoy watching local television programs and such? This is exactly what the world will be like one day if you have not effectively developed your English speaking and communication skills. Now, I would like to challenge you to take your imagination even a step further and think of new and exciting ways that you can practice your English. The more you challenge yourself, the better your English will become.

Slow it Down and Refine
We all get nervous at times. Maybe some more than others. We usually have a tendency to speed things up when speaking while nervous. Your nervousness can be caused by a variety of factors such as environment, health, confidence, and etc. No matter what the cause or reason is, it is important that you battle the nervous speedy delivery by conscientiously slowing down your speech and focusing more on pronouncing whole words. Do not skips the "s" at the ends of words and so on. The more you do this, the better you will speak and naturally find a comfortable pace at which to speak at.

Take Every Word You Know
Another great way to improve your English fluency is through expanding your vocabulary of course. How can you speak if you know no words, right? In my opinion, the easiest way to expand your vocabulary is through having conversations and taking note of any words that are unfamiliar to you. Another way, which can be done at home or even on the go via mobile phone, is to try and think of words that you already know in English and come up with or look up any synonyms if any. This is a great way to add some flare to your conversations. Using different words that mean the same thing sounds more interesting than if you repeatedly used the same expressions and vocabulary over and over again without end. Well, there would be an end, because the person listening would no longer be interested. :) Keep up the good work and please stay committed to improving your English fluency.

Confidence Goes a Long Way!
Learning how to speak a new language especially English can be quite tough. This gets even tougher when you don't live in an English speaking country. Where to begin? How to start? These are questions that may come to mind. There is such a big gap between being able to read and write and SPEAKING. Remember when you were just learning how to talk? Well, I am sure you may not remember, but the truth still remains the same. You learned how to talk or speak much before you could read and write. So, what does all this mean? Basically if you want to be able to speak a language, if you want to be able to be fluent in English, you need to go back to the basics. Pretend you are just learning how to talk for the first time and just go out there in the brave world with courage and challenge yourself to interact with others in English. That is the only way to really gain a natural way of speaking English. Learn as you go along and enjoy meeting new and interesting individuals.
